How To Play Outlaw Rogue

Outlaw Rogue has long stood as one of the most fluid, reactionary specs in the game, and in Dragonflight, that identity is more pronounced than ever. With a toolkit that thrives on fast-paced decision-making, frequent cooldown cycling, and a touch of pirate-flavored chaos, this is a spec that rewards knowledge and consistency far more than brute memorization of openers or static rotations.

Whether you’re running Hidden Opportunity or Keep It Rolling, your strength lies in embracing the unpredictable, while quietly stacking the odds in your favor.

Opener Tips

How you begin a pull sets the tone for your entire cooldown rhythm, and it all starts with Roll the Bones. The timing of this ability changes based on your chosen hero talent.

For Hidden Opportunity builds, casting Roll the Bones before Adrenaline Rush is optimal. The goal is to secure a stronger, longer-duration two-buff combination right as you dive into your burst window. Since you’ll likely be rerolling later during Loaded Dice windows, front-loading your buffs this way ensures you get the most value out of them.

In contrast, Keep It Rolling builds want to delay Roll the Bones until after Adrenaline Rush—ideally lining it up for immediate extension with Keep It Rolling. The aim here is to lock in a solid buff combo and then chain that strength across multiple packs.

Crucially, remember to avoid directly targeting an enemy when activating Adrenaline Rush, due to how the Edge Case hero talent interacts with stealth. Failing to do so can break your flow and waste important cooldown synergy.

Outlaw Rogue Gameplay Loop

At its core, Outlaw Rogue is a spec about momentum. Your abilities generate energy and combo points at a breakneck pace, which in turn fuels cooldowns via Restless Blades. Done correctly, you’ll feel like a perpetual engine of damage, darting from target to target in a storm of blades.

Roll the Bones fuels this engine with its dynamic buff system. While it may seem random, most of the variance is front-loaded—what matters most is how you manage your rerolls and what you do with the buffs you’re given. Each buff changes how you approach the fight:

Broadside enhances your combo point generation and damage.
Buried Treasure fuels your energy, helping you avoid dry spells.
Grand Melee boosts general damage and significantly increases Blade Flurry’s output.
Ruthless Precision makes Between the Eyes hit like a truck and spikes crit.
Skull and Crossbones increases the proc rate of Opportunity.
True Bearing accelerates your cooldown resets via Restless Blades.

You’ll also be dancing with two key procs: Opportunity and Audacity. These two interact frequently, and it’s easy to overwhelm your energy if you let both stack up without using them. Managing them efficiently is what keeps the wheels turning.

For Keep It Rolling builds, one surprising rule holds true—never use Ambush. Without Hidden Opportunity, Ambush loses its synergy, becoming a costly and inefficient button.

Instead, Supercharger takes a starring role in these builds. While not a traditional generator, it floods you with combo points, allowing for near-constant finishing moves.

The spec’s lynchpin lies in Crackshot and Underhanded Upper Hand. These shape how you think about Vanish—a cooldown that is now less about stealth and more about injecting massive burst windows with extra Between the Eyes casts and Ace Up Your Sleeve procs.

AoE and Mythic+

In AoE, Outlaw Rogue shines precisely because its rotation doesn’t change drastically. The core gameplay remains intact thanks to Blade Flurry, which duplicates your attacks to nearby targets.

Key to AoE success is fluid pack-to-pack transitions. Underhanded Upper Hand allows you to extend Adrenaline Rush’s uptime even as you move between groups, provided you stealth in between. This won’t work if the game forcibly removes your stealth (e.g. during dungeon roleplay events), so in those cases, it may be worth delaying Adrenaline Rush until you’re back in combat.

Always enter new packs with Blade Flurry active, and let your single-target muscle do the work for you. Packs will melt if your cooldown management is tight and your buffs are well-maintained.

Cooldown Usage

Outlaw doesn’t really have a singular “big red button.” Instead, it thrives on consistent, medium-sized cooldowns that feed into each other. This is where your knowledge and fundamentals really start to pay off.

Adrenaline Rush increases energy regen and reduces your global cooldown based on haste. At around 25% haste (only 10% needed from gear, thanks to talents like Take ’em by Surprise and Alacrity), your GCD can hit 0.8 seconds—making the spec feel turbocharged. High Adrenaline Rush uptime equals high damage, and it’s one of the clearest indicators of strong play.

Roll the Bones is your constant companion, but reroll rules vary by build. For Hidden Opportunity, reroll only with 0 buffs, or 1 or fewer buffs during Loaded Dice. For Keep It Rolling, it gets trickier. You reroll if:

You have 2 or fewer buffs;
Neither includes Broadside, Ruthless Precision, or True Bearing;
You’re not actively in the extension window of Keep It Rolling.

Once Keep It Rolling is pressed, use Roll the Bones one more time if your buffs have less than 40 seconds remaining. This gives you a chance to stack more buffs on top of what’s locked in.

Vanish is the real rotational cooldown glue. You’ll want to use it whenever:

Adrenaline Rush has less than 3 seconds remaining;
Vanish is about to overcap;
Between the Eyes is on cooldown and Ruthless Precision is active;
If playing Keep It Rolling, and Supercharger is active—fire it off for massive burst.

Killing Spree, while flashy, can throw a wrench into your finely tuned engine. Avoid using it during Subterfuge or right before Adrenaline Rush ends. It temporarily halts your normal flow, and worse, it teleports you randomly for a couple seconds. Use it with caution, and never during delicate phases or right before moving targets.

And finally, Keep It Rolling itself is one of the most impactful buttons in your kit—if used properly. Time it around Count the Odds procs to hit four buffs, then press Roll the Bones once more afterward to try to layer in additional buffs for an extended mega window.

Advanced Tips

Mastering Outlaw isn’t just about knowing your rotation—it’s about knowing when to break it. Dungeon downtime, RP events, and multi-pack pacing are all factors that can—and should—influence how you use your cooldowns.

If a boss phase or RP section is incoming, it’s okay to delay Adrenaline Rush rather than use it during a lull. Similarly, don’t waste Between the Eyes if the pack is about to die—save it for the next one to get ahead of the curve.

Great Outlaw play comes from layering proactive decisions on top of reactive instincts. Trust your cooldown loop, keep a close eye on your buffs, and always be thinking one pack ahead.

General Tips

Positiong

Maintaining uptime is critical for Restless Blades CDR and maximizing Blade Flurry’s AoE, so always stay in melee range and within cleave radius.

Manage Cooldowns

Abilities like Vanish have strict usage rules tied to damage windows, so misusing them can severely hurt your output.

React to Procs

Don’t sit on Opportunity, Audacity, or Ace Up Your Sleeve procs—efficient usage is vital to keeping energy flowing and maximizing Between the Eyes casts.

Stat Priority

Haste: Increases attack speed and spell casting speed. This also applies to pets.
Critical Strike: Chance for extra effectiveness on attacks and heals (double damage/healing).
Mastery: Increases the effectiveness of Mastery: Main Gauche
Versatility: Increases damage and healing, and reduces damage taken.

1. Agility- As with all specs, main stat will be top priority.

2. Versatility – Offers a flat increase to all damage and healing, and reduces damage taken. It edges out Crit slightly in overall value and contributes to survivability in Mythic+.

3. Haste – Speeds up energy regeneration, reduces global cooldowns, and enhances the GCD-reducing effect of Adrenaline Rush. For Hidden Opportunity builds, aim for 8–10% unbuffed haste; for Keep It Rolling builds, target 17–20% unbuffed.

4. Critical Strike – Doubles the effect of attacks on crit and works well with Ruthless Precision windows and Between the Eyes casts. Nearly even in value with Versatility, but subject to diminishing returns if gained heavily through trinkets or buffs.

5. Mastery – Increases the damage of Mastery: Main Gauche, which adds passive damage and energy generation. While valuable, it’s generally lower priority compared to other secondaries unless stacked very high.
